Black Ops opens covert ops, the main source of hero EXP: 70 missions, the top one paying 12,177,000 EXP. A universal UR hero shard drops at every secrecy level. Assisting an ally or intercepting pays a tenth of the reward. The building unlocks after Sanctuary level 9 and goes up to level 1. Only one can be built.

This building gives no stat bonus: it unlocks an option rather than percentages.
How to use it
Black Ops costs 480 Grain and 360 Timber and goes up in under a minute. Sanctuary level 9 unlocks it alongside the Monument at the same price and the 2nd Workbench, which takes 349 days of construction, so Black Ops never fights for the queue and nothing argues for postponing it.
The set holds 70 covert operations and the top one pays 12,177,000 hero EXP, but the universal UR hero shard drops on any of them, one per operation at every secrecy level. The use of the building therefore starts on the first day, long before the top requirement of three heroes above level 100 is within reach.
How many operations run at once is counted by squads, two dispatches each. At Sanctuary level 9 the city has Squad 1 and Squad 2, for four dispatches, and the third queue arrives only at level 20. On top of its own dispatches every day brings five assists to allies and five interceptions, both paying a tenth of the reward.
The building carries 100 Might and goes unnoticed in the city total, as much as the Arena and the Falcon Tower carry. Its value is measured in hero EXP, and until level 9 the same EXP comes from the dungeon of the Explorer's Camp, five levels earlier. Its maximum level is 1, and it never asks for more than those 840 resources.
