Leadership is troop capacity: how many soldiers a hero takes on a march. The client calls the same bonus type troop capacity, so it is the number that decides how big your army is.

Permanent sources add up to 490 soldiers under one hero, 350 of it from hero levels alone. Statues give 100, technologies 20, and holding the black mine adds 50 while it is yours.
