Leadership is a hero's troop capacity, meaning how many soldiers the hero takes on a march. Combat rests on that number, because soldiers die during a fight and a larger march both deals and absorbs more damage before it breaks.
Six permanent sources feed leadership, and their contributions are far from equal. The table lists them from the most generous downwards, with the value at the start and at the maximum.

Permanent sources add up to 490 soldiers under one hero, 350 of it from hero levels alone. Statues give 100, technologies 20, and holding the black mine adds 50 for as long as the alliance keeps it.
The practical conclusion is short. Hero levels are the only real lever on the number, and the faction statue comes second, with everything else rounding the total out.
