Surprise Encounter hands out supplies in exchange for calls: one call a day is free, the daily cap is 200 calls, and the quick button makes 5 of them in a row. Every call pays a reward at once and can also drop boxes, which are opened with surprise emblems.
The boxes are what make the event worth the attention, because they beat every other free source in the game for skill badges and speed-ups.

A universal UR hero fragment shows up in 4.60% of calls and is the only line that moves a hero forward directly; everything else arrives as resources, speed-ups and skill materials.
Boxes come in two qualities, and inside each one the payout follows the number of emblems spent.

Rewards scale with the price, so the size of a bet changes the size of the payout rather than its value, while the quality of the box changes the rate itself.
Why this matters
Measured against every free source in the game, these boxes come first for two scarce items and second for a third: 481,600 skill badges (against 375,000 from hero growth tasks), 101 days of speedups (against 92 from Abyss boss tasks) and 3,096 raven essence (against 400). One activity covers three shortages at once, which is why emblems are not worth hoarding indefinitely.
